Does anyone know if there are buses from the airport to a hotel? taxis to take me somewhere?

I'm going to Tampa in March and have not been to Florida in years and wondered if anyone knew how my best friend and I could get somewhere w / o paying an outrageous fee booth b / c they are not enough more to get a rental car. Any help would greatly be appreciated.
