I'm going to risk it and say that getting a hotel near the Eiffel Tower may not be the best choice of the neighborhood in terms of convenience. Even the closest hotel to be a long walk and quite frankly, no the most picturesque. In addition, you can visit the Eiffel Tower maybe once in your trip and the rest of time is really far from other places to be visited. The Eiffel Tower is truly accessible by public transport so if you're near any metro station, is easily accessible. Choose an area with a lot places to eat and drink, where you can get to the other attractions of Paris. Trip Advisor find the best source of information about hotels. Html Many tourists like being in the Saint-Germaine left bank. There are no really bad neighborhoods to Paris, but some are really "dead" at night (as the second and part of the 18th). I'm also a bit hesitant in the Segway tour. It sounds a little tour and I also believe there are better ways to see Paris. Good luck!
